Summary

The Sugar Board of Tanzania (SBT) is under the Ministry of Agriculture. The SBT was established under section 3 of the Sugar Industry Act No. 26 of 2001 which came into force on 1 July 2003 through Government Notice. No. 329 of 5 July 2002.

However, the Act was amended in 2009. Under the amended Act, the SBT is now a government-funded and self-funded sugar industry regulatory and licensing body. The Board is also responsible for the sustainable development of the country's sugar industry and for achieving sugar self-sufficiency and promoting exports.

To obtain a license to import sugar, unregistered importers (sugar) must include the following information with their application. Business name, directors and owners. Permanent mailing addresses. Principal place of business. Branches or warehouses and their locations. Addresses and locations of trading agents. Type of business and products. Quantity and quality of sugar imported for the past three years, if any. Copies of TIN, VAT registration certificate and Trade license. Proof of availability of storage approved by TBS. Applicants shall state the quantity of sugar they will import in the specified window, submit a recent TRA tax clearance certificate, and a letter of encouragement from their bank regarding the ability to carry out the import and clearance. The Board shall process each license application within thirty days of receipt of the application and shall publish a list of successful applicants in local newspapers. An import duty of 7.5 USD per 1 MT is applicable. The issue of duty exemption on imported goods is under consideration by the government. It is the responsibility of the importer to pay all applicable taxes. Imported sugar shall be sold in Tanzania for direct consumption only (non-industrial); Colour in ICUMSA Measurements, Maximum 1300. Compliance with the TBS and TMDA quality requirements is the responsibility of the importer. The goods shall be inspected upon arrival, and shall be accompanied by appropriate quality certificates. Importation of goods shall be governed by the provisions of the Sugar Industry Act. No. 26 of 2001 as amended by the Sugar Industry Regulations, 2010 relating to the importation of sugar from abroad.
The costs of sugar production in Tanzania are high because the government does not provide any subsidies to sugarcane farmers and producers.
